About Mills

Mills specializes in improvements of operations, processes, project management, and finance management. Utilizing best practices from each domain he assists organizations, businesses, and families with developing necessary goals and plans of action to ensure future stability. Most recently, he served as the Associate Director for the Civic Works YouthBuild program. During his short stint with Civic Works, Mills created the current program framework to provide a more reliable structure for working with youth previously separated from organized education opportunities. Based on this change, the program is on track to realize an 800% increase in youth who will receive their High School Diploma or GED.

Previously, he served as the Chief Academic Officer and Director of Enrollment Management for Saint Frances Academy. Within one year he improved the school’s year-over-year enrollment by 26% and realized a pandemic attrition rate of less than 8%. He has also served as a Senior Associate for the ARDX Workforce Development Center (established and implemented the company’s first foray into the human services realm), Vice President of Community & Human Services for Park Heights Renaissance (improved the organization’s legislative-based funding by 100% while successfully negotiating community-focused initiatives and financial priorities), Chief Business Officer for Bluford Drew Jemison STEM Academy (stabilized and streamlined expenditures to decrease the organization’s deficit and improved net cash flow from operating activities, improved operations), Sr. Project Manager Consultant (i.e., deputy to the Chief of Staff) with the CIO of CitiFinancial in the Strategy & Planning area, and manager of the National Education Association’s PMO (supervising over $18 million in technology projects).

In 2019, he began his doctoral journey at the Morgan State University School of Education and Urban Studies. His research interests include influences on the post-secondary pathways of Black male high school graduates, the influence of segrenomics on educational mobility, and social justice issues and their impact on community advocacy.

As a Life Member of Alpha Phi Alpha Fraternity, he served as Vice President of the Fraternity’s Eastern Region, First Vice President of the Mid-Atlantic Association of Alpha Chapters, chapter president, and numerous roles as a committee chair or member. He’s a member of the Huber Memorial Church (Baltimore, MD) and is the patriarch of his mother’s family.
