R. A. Mills was born in Brooklyn, New York and relocated to Baltimore, Maryland during his early adolescent years. A graduate of the Baltimore City Public School System he received a B.S. degree  in Political Science (’88) from Frostburg State University, and later attended the University of Baltimore, where he received his M.A. degree in Legal and Ethical Studies (’95). A lifelong social philanthropist and community advocate, Mills remains active in community activities and organizations, specifically concentrating on those that positively impact the political and social distress of urban neighborhoods. Additionally, he frequently facilitates leadership trainings & programs, and is often acknowledged for his exceptionally engaging abilities as a speaker and trainer.

Previously he served as Chief Business Officer, pro tem, for Bluford Drew Jemison STEM Academy (Maryland’s first all-male public charter school located in Baltimore)where he was credited for having stabilized and improved the organization’s finances and operations by improving the net cash flow from operating activities by 36% within one (fiscal) year, improving operations and streamlining expenditures to decrease the organization’s annual deficit by 44%. Additionally, he served as manager of the National Education Association’s Project Management Office, where he supervised over $18MM in technology projects, consulted with the CIO of CFNA in the Strategy & Planning area as a deputy to the Chief of Staff, served as a part of the Voting Rights Institute of the Democratic National Committee (DNC) during the 2004 Presidential election cycle.

He’s also served as Chair of the Park Heights Community Health Alliance and of the Cardinal Shehan School, and Vice Chair and Interim CBO for the Bluford Drew Jemison STEM Academy (Maryland’s first all-male public charter school located in Baltimore). He is also a former Board member of the Clarence H. “Du” Burns Memorial Fund (2008) and Delta Lambda Foundation, Inc. (2005) and the Frostburg State University Alumni Association (2000).

A life member of Alpha Phi Alpha Fraternity, Inc., Mills currently serves as the Eastern Region Vice President of Alpha Phi Alpha Fraternity and has served as president of Delta Lambda Chapter (Baltimore City) for three consecutive terms (2006 – 2009). He has been awarded the 2007, 2009 and 2010 “Chapter Brother of the Year” award for Delta Lambda chapter. Currently, he serves as a member of the National Budget & Finance Committee and the Initial Membership Development Process Task Force. Other notable roles include, Vice-Chair of the national Management Information Systems committee (2005 -2009) and Director of Communications for the fraternity’s Eastern Region (2001 – 2007).

As a member of the Huber Memorial Church (Baltimore, MD), this family patriarch is an ardent believer that a man understands his responsibility is to lead by example and never underestimate the importance of providing guidance, leadership, protection and provisions in order to ensure the well-being and proper nurturing of his family.
